He changes his names to admins names, and since me and novac are pretty new to admin, we couldn't figure out how to kick/change his name without changing our names first. We didn't want to ban him because I feel like I didn't have enough proof, but now I know I do, sadly he's not online

Before banning him you should think about why he does things like that.
