It's not a specific rule because it depends on the situation. No one in steam has an official trademark to their name, so anyone can technically use it. However, if it is interfereing with knowing who the real admin is or is affecting the person being impersonated, then there will have to be consequences.
If the people being impersonated don't care, then why should anyone else? Fury, if someone is impersonating you and you don't like it let us know, but in this case it's not your name that's the problem.
