Where is this server at? Can we have like a community night on this server by like having MvM? Would be an awesome thing to do if the TF2 server is still active

It's on Team Fortress 2. It's a different game from half-life, but its free, the server is still up and is played by some people.

You have to buy tickets to play MvM which means it's not free.

nonono, you're wrong. you have to buy tickets to play
PREMIUM MVM which gives u some items at the end i believe, normal mvm is free.

Horrible premium is horrible. The only good thing about "Mann Up" is the botkiller, and that is it. Sure, there COULD be a chance of getting a hat or better, but mainly only very common items pop-up.
