Auto select combine if no one will switch

When i was playing before, everyone could join combines, i couldn't be one when i wanted to be one since they were yelling "switch retard!", or stuffs like that. Being random would be nice and more equal.
I'm not playing anymore there so i don't know how it changed, but it's a major problem considering what i remember.
2 combines, one gets mad. so he presses all the buttons and ruin the gameplay. I faced that a couple time. Even if there are admins to deal with that person, the harm is done.

Maybe just an option somewhere where you choose to be selected in a random list, lets say;

Yop,
Bla,
Stan,
Steve,
Steven,
Jacob.

Yop and Stan want to be combine, the others want to stay in rebel.
So yop check a button so he is selected in a random list, he would have 1/2 chance to be selected as combine.

Every map would be able to have X number of combines, like, big maps = 2 combines maximum, etc.

That's just my idea.
