Problem with the Round system

The round system is bugged in the way if an final rebel gets kicked or banned the game just keeps rolling and without any timelimit its stuck
P.S sorry if i didnt write in the full details

to end the round, some1 would just have to switch teams, or just type !switch and pick ur same team, or some1 on the surviving has to kill themselves.

umm thats kinda a problem cause noone wants to kill them self
example
1combine that is being played by an russian 5 year old dosnt speak a word of english
a rebel got votebanned for being an ass and the russian just dosnt do anything
there should be an time limit for the round system
