Use sm_removespray
usually more accurate incase there's sprays above or below. when you see it get removed it will say the persons name.
Also, I don't think that's in the rules... The game is rated M? So if you want to remove and warn, I think that enough.
And I don't think just because the person leaves the spray will go away since its cached on the server and in your hl2mp folder.
